a versioned working draft specification from May 2011 at titled
'SPARQL 1.1 Update' at http://www.w3.org/TR/sparql11-update/ is
definately newer.

I realize Tracker may have implemented an that older spec, but now
comes time to ask, without demanding you to read a new spec
unneccesarily, I wanted to print the refer to the most current spec
for tracker and other projecs.

although the member submission version wont change, it lacks
consolidation with the other 1.1 versioned SPARQL documents listed at
http://www.w3.org/TR/sparql11-query/

does a relink at our Tracker wiki botch with the implementation?
