[Tracker] Release and branching plans for 0.10.0

Hi all,

Just to give translators and anyone involved in Tracker a heads up about 
the upcoming release, we're planning to branch for 0.10 after this 
week's release (0.9.37). After that time, Tracker will only have 
critical fixes pushed to that branch for some weeks until we're happy 
enough to release 0.10.0.
