[Tracker] What invokes writeback actions and what process carries out these actions

Hi

I understand this is a action which can only take place if
writeback=true is in the ontology.  What I want to know is what causes
this action to take place, and what process is responsible for
carrying out this action?  Is this a result of a update in the
database that is caused by something other than a miner, like3 a
sparql update?
