[Tracker] Setting the topic on IRC

Hello there channel

when looking at the backlog, I often see people who come, ask a
question and go away because there's nobody to answer. I'd propose to
set the topic of the irc channel to something like

This is Tracker's channel - http://projects.gnome.org/tracker - Send
your question to tracker-list gnome org if there's nobody to answer

I'm not op, so I can't do it myself :)
