Currently no. We don't have plans to write such extractor either, because the new philosophy in tracker is that the contacts are inserted directly by applications.
However, if you still need it, you can write yourself the extractor module for .vcard files (check other modules under src/tracker-extract for examples). We could review it and include it in the tracker source code tree.
