 Tracker offers its API on DBus. There seems to be a php-dbus project [1];
you can start with that.

 You can use d-feet [2] or any other dbus viewer to explore and play with
the tracker API. Once you know what queries do you need to do, you can write
then in PHP, and then integrate them in your web page.

As Martyn pointed out, there will be a SQLite based version. Since PHP
offers a SQLite interface, this would be my preferred way to go, currently.
