[Tracker] Don't crawl directories after start

Every time trackerd has been started it seems to crawl the indexed directories
(after initial sleep time). This is annoying and unnecessary for me. Trackerd
should start and then only watch directories. No files that need indexing are
changed between shutdown and start of my desktop environment (and with it
trackerd). Is there a way to disable initial crawling?
