You'll have to install the raptor devel packages.
On Debian/Ubuntu that package is called libraptor1-dev
Arguably this is a bug in the configure script though. It should check
for raptor.h.
It's a bug in an #ifdef HAVE_RAPTOR #endif placement. I only tested with
raptor installed, Stijn is testing without raptor installed. This will
indeed be fixed.
But if Stijn wants to test the actual feature too, he'll need raptor
indeed.
