What you are describing sounds like a tagged-filesystem.  Leaftag 
(before tracker) did this, WinFS would have done it, and tracker should 
be able to do it too.  Unfortunately nobody has really implemented a 
(mature) file-manager which can browse based on tags, not directories yet.
