[Tracker] Will bump gmime dependency to 2.3.x?

Hi,

Gmime has released 2.3.1, it upgrade gmime-2.0.pc to gmime-2.4.pc.
Beside this, there is some more changes will cause tracker build fail.

My question is do we want to bump dependency to 2.3.x? If yes, I'll go
ahead to make this change inside tracker.
