OK, the subject it terrific, but it's sadly true.

So I think we should really remove from tracker-applet all stuff not
related with the indexing status notification. Also the notification
icon should be displayed (maybe animated) only when tracker is indexing
and will need more then XX seconds (5? 10?) to complete the task.

Forgot: of course we have to show the icon when trackerd is paused too,
allowing to resume it. Maybe a transient appearance could be good, but
I'm not sure GtkStatusIcon allow it.

afraid I have to disagree with the HIG here

network manager and other user daemons utilize the notification applet
in the same way as tracker does

On my system only NM adds a perpetual icon in notification area. I've a
wired network (pc <-> ADSL modem though ethernet) and honestly is not so
useful to know that the modem is turned on :-/

The other daemon that I know is gnome-power-manager. Its default
behavior should follow HIG (but I don't have a laptop, so I can actually
check): the notification icon is showed only when the daemon notifies
something (low battery).

Note that Gnome Power Manager _can_ always show the notification icon
(showing the power status?), this is allowed by HIG, as I wrote in
previous email: "Non-core programs for which a perpetual icon may be
useful must default to not perpetually showing the icon. Users may
select to enable a perpetual icon for the application as a preference."

If you really think that the icon is useful, we could at least add a
section in tracker-preferences like:

   Notification Icon
(*) Always show the icon and use for search
( ) Show the icon only while indexing
( ) Never show the icon

PS What about the interaction behavior (double/right click)?
PPS what about the proposed name change (tracker-status-icon)? Note that
it's not a real applet.
