I've just made a little of investigation and there is way of getting
this data.
In each subfolder for the imap account there is file cmeta, which
contains information if the folder is selected for offline browsing.
For example file:
~/.evolution/mail/imap/exampleimap server com/folders/Mailing-lists/subfolders/tracker/cmeta

So more precisely if the last byte in the file cmeta that belongs to the
specific subfolder is (HEX 81) than the folder is selected for offline
browsing, and if it is (HEX 80) than the folder is NOT selected for
offline browsing.
