[Tracker] Build requirements for tracker

Hi,

I'm proposing tracker for inclusion into Fedora extras
(https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=214025). One of
the reviewers of the packaging had noticed there are configure options
for gnome-utils and openssl, but in my test builds I've not found them
necessary. Want to find out if these (gnome-utils and openssl) are
really needed for building tracker (optionally or not).
