LibCST autotools options added

Hi,
I've just committed (sorry, forgot to send the patch for review) a
change in configure.ac. This is to:
* Disable cst compilation by default.
* Have a configure option to enable cst support (--enable-cst).
This is for goodness (and because cst support is not mature enough to
make it mandatory with nss :).
