Encoder/Decoder library

Tinymail does not yet have a decoder library. This means that saving an
attachment (a mime-part) happens using the encoding that was used in the
e-mail.
Camel has encoder/decoder helpers implemented (or usable via) the
CamelMimeFilter* stuff.
A todo item for tinymail therefore is to add such a encoding/decoding
api to libtinymail-camel.
I'm open for proposals and/or ideas about this api. This is a lot work
so not likely to become finished soon.
Note that ecoding/decoding shouldn't happen automatically as often you
only want to decode (or encode) a mime part when it's really needed.
Most mime parts aren't always needed.
