Anyone can explain what the deal is with timeformat?

Running some dates from the databases gave me weird results
1367236899 from the database supposedly responds to 2013, 30th of April
Plugging it into any time converter online and Java classes spits out 1970, 13th or January.
This can be adjusted once I append 100 at the end. It still though points to the day before 30th of April of what I want.

Is Mono handling dates differently?
