[Setup-tool-hackers] TODO file

I added to the repository a TODO file to keep track on what needs to
get done, and to know what everybody is doing.

It is almost empty, please add the tasks that we need to finish before
the release.

[ ] (    ) If the network connection is not going to be provided by the backend
           it needs to be removed
[ ] (    ) Wavelan support
