[Setup-tool-hackers] users-admin

I noticed Chema updated users-admin. I think we should call current
users-admin dead. I have started re-writing users-admin and it's almost
ready. I'm sure everyone, who reads old one's code agrees it had to be
rewritten :) I hope I can commit it tomorrow evening (morning for You
guys). I am SURE it'll be ready for our 1.0 deadline (whenever it is).
