[Shotwell] Error publishing to google photos

I was publishing some older photos to my Google Photos account, and
find that publishing 50 photos (or fewer) at a time works fine, but
publishing 51 photos (or more) at a time results in:

Publishing to Google Photos can't continue because an error occurred:

Service https://photoslibrary.googleapis.com/v1/mediaItems:batchCreate
returned HTTP status code 400 Bad Request

To try publishing to another service, select one from the above menu.

Is this a known limitation?  This is Shotwell 0.31.1 on Fedora 31.
