[Shotwell] [RFC] Self-signed SSL certificate dialog

Hi,

I have pushed a change to the Piwigo publisher that allows overriding 
the SSL certificate check.

This is primarily useful for self-signed certificates or certficiates 
from unknown CAs which was lost after enabling strict SSL checking.

Would you please be so kind to check the wording etc? I will post a 
screenshot as well later on if you don't want to build from source.

Note: You need libgcr now to build master.

Plan is that it might also go into other self-hosted plugins (Gallery3) 
but will never be applied to the other publishing sites, also it will
not be possible to permanently store exceptions, just for the current 
session. (That probably needs documentation)
