Sorry. You can change it back to 0.19.6 or .7 but need to be aware that the resulting .desktop files will be broken.

Gettext 0.19.8 is easily buildable on 16.04, though. Maybe I'll put it in the PPA.

Also, rebased on master (forced update)

You might need to either install shotwell (make install) or manually
deploy the updated gsettings:
sudo cp ./misc/org.yorba.shotwell.gschema.xml /usr/share/glib-2.0/schemas/
then restart gsettings (e.g. a reboot)
