This would require a change to our plugin API.  I think we'd need to have
some discussion on our side first about how we want to make the API for this
feature work.

As for your other questions, installing build dependencies for an Ubuntu
package is incredibly simple:
$sudo apt-get build-dep shotwell

Of course, the build dependencies may have changed between the version of
Shotwell in Ubuntu's repository and git master.

And yes, you will need to build Shotwell in order to build and test changes
to a plugin.
