[Shotwell] enhancement request: return flickr url after upload

Would there be an easy way to implement this through a plugin?
I'd like to try to work on it, but last time I tried to get into
contributing I couldn't figure out how to get shotwell to build on
Ubuntu.
Also-- do you need to be able to compile shotwell in order to work on plugins?
