The passwords are held by gnome-keyring in a keyring. They're encrypted
with AES128, and a key based on your account login password. In Ubuntu
and most modern distros, the keyring is automatically unlocked on login.

If you want to create another keyring, and set it as your default, you
can do so with seahorse. This other keyring won't be unlocked on login
unless you configure it that way.

The exception to this is if you've chosen to change your keyring
password to an empty password. Then the keyring would not be encrypted.
