gtk-doc for libcryptui

Persuant to bug #353061, I'm setting up the infrastructure to build
the docs and hopefully will have something checked in soon.  After
this is done it should be trivial to add gtk-doc support for
libseahorse and the module libraries too.  Even though they are an
internal libraries, it would be nice to have them documented; if only
for any newer developers that stop by.  Before I check it in, I need
to run somethings by a gtk-doc expert so we aren't reinventing the
wheel everytime we add an object/interface/signal to anything.
