Make sure that seahorse-pgp-signature.desktop is being installed in
/usr/share/applications.

seahorse-pgp-encrypted.desktop
seahorse-pgp-keys.desktop
seahorse-pgp-preferences.desktop
seahorse-pgp-signature.desktop
seahorse.desktop

should all be in that directory.
src/seahorse-pgp-signature.desktop.in.in should be processed by the
Makefile in that directory.
