[merge request] Sawfish & librep doc.

Hi, please merge my branches of Sawfish and Librep.

Sawfish:
* Minor doc, including news.
* Minor typo fix.
* utf-8 support in old window menu. (But who uses it? :p)

Librep: doc:
* More details on 'require'. Distinguishes import to module and
  loading to librep.
* Backslash as in ?\] is meaningless, but valid.
* Function 'signal'.
* Distinction between 'make-symbol' and 'intern'.
* Deleted one control code (C-x).
