acceptable-placement/similar affecting under-pointer?

I'm not sure if something has changed in 1.3.3 in regard to
under-pointer placement or if my configuration has become broken, but it
seems like every time a window is created and placed, it's become aware
of other windows and spawning next to, rather than on top of them.

Any ideas?
