Try adding to your .sawfishrc:

(define-special-variable menu-program-stays-running nil)

It worked for me.

Unfortunately that is already in my .sawfishrc, so it is something more
serious.  For instance I cannot get the sawfish configure ui to work
either, it starts and then blows up.
