You also need to put:
  include "$(HOME)/.gconf.path.mandatory"
in /etc/gconf/2/local-madatory.path, and:
  include "$(HOME)/.gconf.path.defaults"
in /etc/gconf/2/local-defaults.path
on the client machine.
