This was the culprit. CVS was refusing to update:
admin-tool/sabayon
admin-tool/sabayon-monitor
admin-tool/sabayon-appy
admin-tool/sabayon-session
Thus the old scripts were getting left in the development directory and
kept getting reinstalled.
Why was CVS refusing to update these files? Because they used to be
generated from .in files. If one had ever done a "make install" as root
and those files got generated then their permissions did not allow CVS
to replace them.
