Try using this:

pl_man = shell.props.playlist_manager
playlist_names = [playlist.props.name for playlist in pl_man.get_playlists()]

and I get (true, ...gibberish...)
the second part of the result is probably a pointer to the list of names but I cant figure out how to use it in python ?!
