I can't answer your first question, but as for your second:
If the phonic.fm radio station is available streaming in a free format
(Ogg Vorbis, for example), the Rhythmbox devs would be happy to include
it as one of the default radio stations in a future release. They don't
accept streams which are only available in MP3 format.

Please provide the details regarding the radio stream in a bug report
against Rhythmbox on http://bugs.gnome.org
