I think it would be best to let user to select the default char-coding for ID3 tags display!
Well, the ID3v2 specification only has 3 supported charsets, iso8859-1, UTF-16 and UTF-8 (new in ID3v2.4). And there's a flag before each string specifying its encoding. So on proper ID3 files, the encoding is known.
