Going to the gstreamer website is one option, as Christophe pointed out.
Here's another one (for Fedora Core 3 i386 and x86_64) :

rpm -Uvh \
http://ftp.freshrpms.net/pub/freshrpms/fedora/linux/3/freshrpms-release/freshrpms-release-1-1.fc.fr.noarch.rpm
rpm --import /usr/share/doc/fedora-release-3/RPM-GPG-KEY-fedora
yum install gstreamer-plugins-extra-audio

This will pull in all required libraries too. Other gstreamer plugins you
may be interested in installing the same way are :
gstreamer-plugins-extra-video
gstreamer-plugins-extra-dvd
gstreamer-ffmpeg
gstreamer-monkeysaudio

As this will also add support for all those codecs to totem, which is nice
for playing "single" files without importing them in rhythmbox, and also
nice for playing various video formats.
