It seems to me that this is the desired behavior.
When I have rb on another desktop and click the icon... it appears as
though nothing happens (unless I watch the pager). So moving it to the
current desktop is desirable I think. As far as raising it if its under
another window, I'm not so sure... although it seems to make some
sense. The Desktop behavior should be put in for sure I think... I've
come close to filing a bug on that my self, but we should research the
raising a bit more I think.
