Currently we have a link with a label that says
it's a link to Mozilla location services privacy policy, but it
actually links to a distro privacy policy. This patch removes the label
(so there are no string changes), adds a link that really goes to
Mozilla's privacy policy, and moves the distro privacy policy
underneath Automatic Problem Reporting, where it belongs.

For master, I'm cooking a different patch that does have string
changes, at the request of Alexandre Franke, but I don't want to mess
with string changes on gnome-3-22 at this point.
