"supporting other languages" guide but it seems to be an in-depth
information for developers. What would be lovely is a simple guide for
non-developers to learn how they can contribute translations. At this
point, it would be fine to assume some basic familiarity with git.
For translations, please get in touch with the l18n team to ask for
your project to be set up with their infrastructure.

Yes, they do.
All you have to do is... to create a new xml file for a new language
that contains all (or some of) the strings.
I was talking about our i18n team and they confirmed to me on IRC that
they don't have any such tools. You probably were talking of github?
