Freeze break request for libchamplain (bug #709606)

Hey all,

Paving the way for Jiri here... On
https://bugzilla.gnome.org/show_bug.cgi?id=709606 there's a couple of
patches adding some minimal touch support to libchamplain widget.

It's not complete (eg. no touchpads handled yet where we can), nor
pretty yet (no fractional scaling, so the content jumps between
scales), but it adds the expected interaction on touchscreens, also
for gnome-maps and other users.

As per subject, would it be ok to include this before 3.18?
