libgtop 2.30 missing from git.gnome.org

Hello Robert,

It's more than six months ago but it has just been pointed to my
attention that the libgtop 2.30.0 doesn't match a commit in GNOME
git repository; its NEWS file mentions it is a preview of changes
in 2.30.0, not "overview of changes in 2.xx" like other releases.

Could you have a look at this, and push a proper 2.30.0 tag and commit
to GNOME repository?
