Orca code freeze break request

Hey all.

It turns out that when you get into Orca's preferences and then cancel
out of them, Orca is not cleaning up after itself and leaving
unused/unneeded speech-dispatcher threads running. This can be fixed
safely with a one-line change. Therefore I am requesting code freeze break.
