I've tried these patches. First, I've copied 2 keyboard layouts to the
system settings and logged out - the keyboard menu showed up on the
login screen, and I could switch between the layouts. Then I logged
back in and cleared all my input-sources related settings on the
commandline. The keyboard menu disappeared (as expected), and the
layout tab in the region panel showed the us layout that my X server
had at the time.
So, this seems to all work as intended. +1 of 2 from me for these patches.
