fallback mode planning

Hey,

here is what I have done since Sunday:

- Mailed the fallback mode-only module maintainers (where still
existent) and let them know about our plan

- Sent a mail to distributor-list (not much feedback yet)

- Rework https://live.gnome.org/ThreePointSeven/Features/DropOrFixFallbackMode
to make the 'Action Items' section more complete

Anything else we should do before going on d-d-l ?
