No comments in the next 24 hours means that you are fine with it and
that I'll post on d-d-l asking for feedback on the draft.

* I have moved feature proposals start for 3.7 to two weeks before 3.6.0
as I consider "right after the .0 release" too late to start thinking
about the next version.
* Not sure if the point "Release Team meets about new feature proposals
for 3.6 with community input up to this point." makes any sense anymore
now that we've dropped module-based proposals. We have to meet several
times anyway and not just once. I'd remove it.
* No releases right before and after GUADEC so people can travel.
