Permission to commit patch in bug 672547

Apparently some people have a valid ephy-history.xml file but without
no visits at all (I guess they were testing things during the 3.3.x
cycle). In those cases our migration code will freak out and infinite
loop, which is pretty bad. Patchin

to commit before 3.4.
