Classifications in Bugzilla

Looking at
http://git.gnome.org/browse/jhbuild/tree/modulesets/gnome-suites-core-deps-3.2.modules
our classifications in Bugzilla are currently messy.

While e.g. cantarell-fonts is part of Core and hence can have a "GNOME
Target", stuff such as caribou, folks or clutter-gtk is not.
