Why are we using gtk-engines 2.20 (using GTK+ 2)?

gtk-engines has a master branch (and 2.21.x releases) that uses GTK+ 3.
But you don't seem to use it either in the tarballs build
http://ftp.gnome.org/pub/GNOME/teams/releng/2.31.2/gnome-suites-2.31.2.modules
or in the regular from-git modulesets.
Is there some obscure reason for this or is it a simple error? This
patch fixes it (I don't like the duplication much). It removes GTK+ 2
from the dependencies of many other modules higher up.
