Freeze break: gnome-shell: two cosmetic network menu issues

1) When you expand the wireless "More" menu it animates out to
a much larger size, then pops to the right size.

Patch is a very simple reordering of a couple of lines of code.

(There's a much worse problem with this menu in that it can
overflow the screen if there are two many visible access points,
but we're unlikely to get a fix for that for 3.0.0)

2) When the "encrpyted network" icons were added to the menu, the
signal strength icons no longer showed up in a single column, but
   bounce between two different columns.

Patch is simple and adds an empty icon when there is no signal
   encrpyted icon restoring the alignment.
