librsvg hard code freeze break request

Hi,

I'd like to drop the mozilla plugin from librsvg:
  https://bugzilla.gnome.org/show_bug.cgi?id=593961
It's not needed anymore since xulrunner supports svg natively.

Dom already approved this a few months ago, and I just created a patch
for this (see attachment).

What do you think?

Also, Dom, do you want the release team to do a librsvg tarball for
2.30.0?
