Empathy: string freeze break: Separate the debug window into its own process

Hi,

I'd like to merge a branch moving the debug window to its own process:
https://bugzilla.gnome.org/show_bug.cgi?id=611525

The debug window is not really an Empathy end-user tool and can be
useful for any developer or user of a Telepathy applications so it makes
sense to separate it from Empathy.

The branch is pretty simple but adds one translatable string:
  g_set_application_name (_(PACKAGE_NAME " Debugger"));

This doesn't affect user so I guess it's a safe change.
